From today the regeneration of our fleet begins. From today Ottoman hearts must again rejoice. We must work hard now for the strengthening of our navy. We must know that our fleet, which till yesterday was lifeless, is no longer in incompetent hands and under the leadership of lazy minds. New Turkey has intrusted her navy to iron hands. At the head of our fleet is Djemal Pasha, whose naval successes it is unnecessary to mention. The commander of the fleet is the Chief of the Naval Staff, Arif Bey, and in command of the light flotilla is Capt. Muzzafer Bey. Likewise the commanders and the other officers of the two new battleships are chosen among the fittest. This is the beginning of a new era for our navy. In addition to this we must say that we are expecting good results from our political activity. Talaat Bey and Halil Bey have left for Bucharest, where they will try to find a solution of outstanding serious questions. At the same time they will have an opportunity to exchange views with Rumanian statesmen. It is unnecessary, in our belief, to exalt the significance of this mission. We think, however, that a wise and moderate policy, strengthened by a good army and navy, will go far in bringing good results.

Nevertheless I knew that I could get it to agree with me if I could so effectually button-hole and fasten on to it as to eat it. Most men have an easy method with turtle soup, and I had no misgiving but that if I could bring my first premise to bear I should prove the better reasoner. My difficulty lay in this initial process, for I had not with me the argument that would alone compel Mr. Sweeting think that I ought to be allowed to convert the turtles--I mean I had no money in my pocket. No missionary enterprise can be carried on without any money at all, but even so small a sum as half-a-crown would, I suppose, have enabled me to bring the turtle partly round, and with many half-crowns I could in time no doubt convert the lot, for the turtle needs must go where the money drives. If, as is alleged, the world stands on a turtle, the turtle stands on money. No money no turtle. As for money, that stands on opinion, credit, trust, faith--things that, though highly material in connection with money, are still of immaterial essence.

It was the landing of a few boat-loads of these determined and ferocious barbarians on a small island near the mouth of the Thames, which constitutes the great event of the arrival of the Anglo-Saxons in England, which is so celebrated in English history as the epoch which marks the real and true beginning of British greatness and power. It is true that the history of England goes back beyond this period to narrate, as we have done, the events connected with the contests of the Romans and the aboriginal Britons, and the incursions and maraudings of the Picts and Scots; but all these aborigines passed gradually--after the arrival of the Anglo-Saxons--off the stage. The old stock was wholly displaced. The present monarchy has sprung entirely from its Anglo-Saxon original; so that all which precedes the arrival of this new race is introductory and preliminary, like the history, in this country, of the native American tribes before the coming of the English Pilgrims. As, therefore, the landing of the Pilgrims on the Plymouth Rock marks the true commencement of the history of the American Republic, so that of the Anglo-Saxon adventurers on the island of Thanet represents and marks the origin of the British monarchy. The event therefore, stands as a great and conspicuous landmark, though now dim and distant in the remote antiquity in which it occurred.
