It would seem that one who could so soften the heart and manners of Philip II. as did Queen Isabella, must have had a charm of person and character that no ordinary mortal could resist. One is compelled to a kindly feeling for this much-hated man, who daily visited the Queen when she was suffering from smallpox. In her many illnesses he was tenderly devoted to her, and when we remember the miseries of royal ladies whose children are girls, we almost love Philip for comforting Isabella when her first baby was not a son. Philip declared himself better pleased that she had given him a daughter, and made the declaration good by devotion to this child so long as he lived.

It is not being suggested that the making of arms should cease in the world, but only that in every country it should become a State monopoly and so completely under Government control. If the State can monopolize the manufacture and sale of spirits, as Russia has done, if it can, after the manner of Great Britain, control the making and sale of such a small, elusive substance as saccharin, it is ridiculous to suppose that it cannot keep itself fully informed of the existence of such elaborated machinery as is needed to make a modern rifle barrel. And it demands a very minimum of alertness, good faith, and good intentions for the various manufacturing countries to keep each other and the world generally informed upon the question of the respective military equipments. From this state of affairs to a definition of a permissible maximum of strength on land and sea for all the high contracting powers is an altogether practicable step. Disarmament is not a dream; it is a thing more practicable than a general hygienic convention and more easily enforced than custom and excise.

William Blake (1757-1827) was hardly a painter at all, though he drew and colored the strange figures of his fancy and cannot be passed over in any history of English art. He was perhaps the most imaginative artist of English birth, though that imagination was often disordered and almost incoherent. He was not a correct draughtsman, a man with no great color-sense, and a workman without technical training; and yet, in spite of all this, he drew some figures that are almost sublime in their sweep of power. His decorative sense in filling space with lines is well shown in his illustrations to the Book of Job. In grace of form and feeling of motion he was excellent. Weird and uncanny in thought, delving into the unknown, he opened a world of mystery, peopled with a strange Apocalyptic race, whose writhing, flowing bodies are the epitome of graceful grandeur.
