Thus Rome was a city supported, in a great measure, by the fruits of its conquests, that is, in a certain sense, by plunder. It was a vast community most efficiently and admirably organized for this purpose; and yet it would not be perfectly just to designate the people simply as a band of robbers. They rendered, in some sense, an equivalent for what they took, in establishing and enforcing a certain organization of society throughout the world, and in preserving a sort of public order and peace. They built cities, they constructed aqueducts and roads; they formed harbors, and protected them by piers and by castles; they protected commerce, and cultivated the arts, and encouraged literature, and enforced a general quiet and peace among mankind, allowing of no violence or war except what they themselves created. Thus they _governed_ the world, and they felt, as all governors of mankind always do, fully entitled to supply themselves with the comforts and conveniences of life, in consideration of the service which they thus rendered.

Montenegro in the same way cannot forget the disappointment of being cast out of Scutari after one of the most strenuous and glorious campaigns of her history, and lastly Albania, poor and helpless, without any support from her creators, feels all that a weak and wretched foundling has to feel toward those responsible for its misfortunes and miseries. In contrast with these feelings, Rumania was the only Balkan State perfectly satisfied with the new arrangement. In fact, Rumania, having played in the war the part of a great power, came out of it not only with increased prestige but also with the richest of all the Bulgarian provinces, Dobrudja, as a sort of deserved payment for serving the ends of European diplomacy.

After the first day or two the voyage on the launch was tedious. One got tired of the endless conversation and of listening to the bargaining. The perpetual drinking which had to be witnessed was of little interest to a teetotaller. One seldom saw money change hands, all being done by barter, the merchandise we had on board being exchanged chiefly for rubber. Even so far up the river civilization had well set in, and great caution was needed in buying balls of rubber. It was advisable to split them in two before purchase, as they generally contained all kinds of rubbish instead of pure coagulated latex.
